Our armed forces and the paramilitary forces had succeeded in containing this challenge also by the mid-1990s. J&K had returned to normalcy, economic activity was picking up, tourism was flourishing. In desperation, Pakistan turned to actions such as the large-scale massacres of innocent civilians. Then again Pakistan created the Kargil episode. This time they intruded to hold territory rather than simply to infiltrate. Pakistan gave us a military challenge to try and alter the Line of Control (LoC).

 However, our government is prepared to combat the nefarious designs of Pakistan. We have always ' advocated for diplomacy to achieve our objectives. We have. also been in close touch with the international " community. This is not an internationalization of the; Kashmir question since they all recognize that this is a bilateral matter to be settled between India and Pakistan. We have ourselves made it clear that there is no room for third-party involvement, however well-intentioned.

 Russia has shown understanding and has expressed support for the action that we are taking. The United States has clearly named Pakistan as the country responsible for the incursion. They have actively engaged Pakistan in trying to persuade it to withdraw. The Intruders. Some time back, the G-8 countries had clearly recognized that the intrusion across the LoC was an irresponsible act and had called for the withdrawal of the intruders.

 All this points to the success of our diplomacy and the correctness of our decision to engage the outside world more actively. Now that once again elections are around the corner in Jammu and Kashmir, militants have been striking at the groups of poor and innocent people. We must be realistic and recognize that our security requirements need to be met and, that we are confronting an enemy who is resolute and unwilling to see reason.

Similarly, we need to guard against internal threats. Our foe is bent upon sowing terrorism and disaffection throughout the country. We are an open democratic society and are determined to preserve our freedom. However, the system does permit unscrupulous elements to exploit it and to spread terror through killing innocent people. We must, therefore, increase our counter-terrorism capabilities and our vigilance. This is a long-term challenge and we have lived with it for more than two decades already. It is time to take resolute measures and deal firmly with a situation which is threatening to escalate.

Terrorism means the destructive activities taken recourse to by a group of people to coerce a government to yield to their demands. Terrorists engage themselves to violent activities. They use deadly arms and ammunition.

There was a terrorist attack on the Parliament of India on 13th December, 2001. Our security forces fought bravely and killed all the terrorists. Since then, there were several terrorist bomb attacks at Delhi, Mumbai, Varanasi, Pune and other major towns of India. There was another series of bomb attacks at Pune on 1st August, 2012. All this clearly points out the immense strength of hard core terrorist groups and their powerful networks.

Terrorism made its ugly appearance in the West Asian political dispute between Palestine and Israel. The massacre of sportsmen in the Munich Olympic village shook the whole world. Incidents of indiscriminate killing took place in Ireland, Afghanistan, Burma. In the Indian subcontinent, terrorism in the worst form was witnessed in Sri Lanka causing loss of innumerable lives and properties.

In India evil forces with abetment from outside indulge in acts of violent terrorism in Jammu and Kashmir, Punjab and Assam. The aim is to create a chaos in the country with ulterior political motives. The memories of the explosion of the Air India aircraft “Kanishka” in the mid air still haunt us. The Indian Airlines Flight 814 was hijacked on 24th December, 1999 while flying from Kathmandu. One passenger was killed. Other passengers were released after long negotiation.

Kidnapping, hijacking of planes, cross-border terrorism, cyber-terrorism are growing day-by-day. The terrorists use terror as a weapon to fulfill their demands. The effect of terrorism in all cases is killing of innocent people or a large scale massacre of property.

Such unwanted killings and destruction cause irreparable damage to the country. Terrorism should be dealt with ruthlessly with undaunted courage and determination. A group of senseless people cannot be allowed hold the country to ransom. Adherence to strictness only will bring back a stable political and economic environment.
